Player Recruitment ~ GO PLAYRUGBY

To all Member Clubs:

GO PLAY RUGBY is the theme of Rugby’s national and local campaign for the Rugby World Cup Season 2007.  The focus is on PLAYER RECRUITMENT in the adult game and the target will be the recruitment into clubs of under 17s to 30 year olds who have left the game.  The GO PLAY RUGBY national strategy, which will include national and local advertising is based on a successful pilot campaign in Surrey and the lessons learned from this will be of assistance to the GRFU and Clubs in planning their campaigns.  The national campaign will be launched by the RFU at the end of March..

The Rugby World Cup 2007 will give the game a massive profile and all Clubs are encouraged to take advantage of this.  The Sweet Chariot Tour was a great achievement and short periods of concentrated action by many Counties and club members produced impressive events across England.  The RWC 2007 kicks off on 7 September 2007, and the period from April to July will be for a planning, followed by an intense recruitment programme from August to October.

This activity will be led by the Community Rugby Task Group within Gloucestershire and this Group will include Recruiters from each of the Districts, who will plan and help deliver the Programme along with RFU Staff.  In addition Clubs will be encouraged to appoint their own Recruiters who will:

·          Work within the clubs to organise appropriate events to recruit players;

·          Liaise with the Task Group in the use appropriate campaign material;

·          Attend and plan meetings with individuals or groups of clubs to share good practice.

This is an ideal opportunity to recruit new volunteers into Club activities.  The requirement for a Recruiter is for an enthusiastic, active and available person to work with the Club Committees to help them understand the campaign and to run promotional events etc.

This is the most important initiative for a number of years and of vital importance to the survival of many Clubs in the Country.  It is an ideal opportunity to utilise the World Cup Season to deliver successful Club recruiting campaigns to reinvigorate the game at all levels.

Visits to the Combinations will be made over the next few months in order to fully explain the campaign but if, in the meanwhile you wish to obtain further information or discuss any of the issues do not hesitate to contact me.

Citizen Merit Table

Pending further development of this site, GRFU Citizen Merit Table results are temporarily being hosted at:-

The following letter was sent to all clubs participating in the Citizen Merit Table in November 2006.

 

Several people have asked how they can find out results and table position.  There are two GRFU resources that we originally intended to use – the new website www.grfu.co.uk, and the new pages on the RFU site under RugbyFirst.  Unfortunately both of these require outside intervention before I can use them.  As an interim measure, therefore, I have decided to host the details on the Cheltenham Civil Service website at www ccsrfc.ndo.co.uk/CitizenMeritTable.htm.  You will notice several results are missing.  If you know them, or have any corrections, please send them in. Any comments on the displays and information are welcome.

I also prepare an email report for the newspapers each Tuesday, so it is no bother to add copy addressees.  If you would like to be put on that list, just email me.

RugbyFirst

The new system from the RFU was launched 6th October, this new system will replace the club pages and all the RFU databases will now be held on this sytem.  Gloucestershire's appointed CB Champion is Peter Shortell.  He will be delivering training to club super users.  If you have any queries on the new system please contact Peter on 01242 510849 or e-mail him on pshortell@bigfoot.com.  See below for procedures for clubs to process their own youth registrations. 

The process a club must go through to obtain a password to register youth players: Every Constituent Body across the country has nominated an individual(s) to be their CB Champion for RugbyFirst (Gloucestershire - Peter Shortell) He has been given tuition on every aspect of RugbyFirst and has the responsibility of training a Club Superuser at every *active club in your CB. The full list of CB Champions, support available, FAQ's and quick reference guides can be found on the RFU website at the following link: http://clubs.rfu.com/clubs/   Once a Club Superuser has received tuition from the RugbyFirst Champion he/she will then provide tuition to the relevant individuals within their club who will use RugbyFirst  i.e. The Youth Registrar. If the club youth registrar has the appropriate permission and RFU CRB clearance the Club Superuser will provide a login and password to the individual concerned (following training) and they will then be able to enter youth players at a club level. Please note that anyone who is not RFU CRB checked will not be able to access the system. A club youth registrar will only be able to able to enter and view information for his/her own club. This process will ensure that the uptake from clubs for youth registration is gradual. We can also ensure that every user has been suitable trained in the use of RugbyFirst.

Discipline

The poster below has been sent to all clubs on 16th September 2006 for displaying on notice boards.

Disciplinary Procedures  The new procedures introduced last season will continue to apply this season.  The IRB is reviewing the sanctions applicable to the various offences contained in IRB Regulation 17 and any changes may be introduced in January 2007.

Level of Offending  It had been hoped that the new procedures and the associated increases in sanctions might lead to a reduction in the number of cases considered by Disciplinary Committee.  Unfortunately this did not prove to be the case and, sad to report, there was an increase (12) in the number of cases considered by the Disciplinary Committee in 2005-2006, with a total of 101 cases compared with 89 for the whole of the previous season.  Generally the distribution of cases by the various types of offence remained at about the same level as in Season 2004 - 2005.

Match Official Abuse  A particularly worrying development last season was in that the number of cases involving abuse of match officials which nearly trebled from 9 to 24.  Last season's total of 24 comprised 17 cases involving players, 3 involving coaches and 4 involving spectators.  There is a serious cause for concern in this area because of the effect that such cases may be having on the recruitment and retention of referees.  The Disciplinary Committee has already started to increase the level of sanctions applied in such cases, will continue to monitor the situation and, if appropriate, will consider whether, as a deterrent to this type of offending, further increases are required.

Schools and YouthRugby  On the Schools and Youth front there were 23 cases (in addition to the 101 mentioned above) which were brought to the attention of the Disciplinary Committee.  The majority of cases were for 'striking with the fist' (10) and other acts of foul play (8), with 3 involving abandoned matches and 2 involving abuse of match officials.  (Note: For season 2006-2007 the sanctions applicable for School and Youth players are being brought more into line with those applicable under IRB Regulation 17 for adult players, but tiered to reflect the various age groups involved.)

Enjoy your rugby but remember that as players you have individual and collective responsibilities for self control and discipline and, above all, ensure that you respect the referee.
